Decodes the bytes of an ansistring as UTF-8, without any prior code page conversion, whatever the system code page. Use it for data known to be UTF-8 but stored in an ansistring, e.g. text read from a pipe or sent by an external program. For data in the system code page (paramstr, file names, exception messages), use msestring() instead.
