Set slo_transactions so tsqltransaction manages real SQLite transactions (BEGIN/COMMIT/ROLLBACK) instead of relying on SQLite's implicit per-statement transactions; also set slo_designtransactions to keep that behavior at design time. SQLite transactions use file locks, and a transaction can not be committed while a query on the same connection still has an open cursor.
