Switches the language of MSEgui's stock texts (button captions, modal result texts...) to the one registered under name (with registerlangconsts/registeruserlangconsts), returning True if a change was made. Call with an empty name to switch back to the default language. Translation units are named mseconsts_xx (e.g. mseconsts_de); add the wanted one to uses.
